1. On this date in 1792, President George Washington signed the Postal Service Act, establishing the United States Post Office Department.

2. Tchaikovsky's ballet Swan Lake had its première performance at the Bolshoi Theatre in Moscow on Feb. 20, 1877.

3. Famous Birthdays: American socialite Gloria Vanderbilt is 89; Actor Sidney Poitier is 86; U.S. Senate Minority Leader Mitch McConnell (R-KY) is 71; socialite Ivana Trump is 64; model Cindy Crawford is 47 and Barbadian singer Rihanna is 26. 

4. The weather today will be mostly sunny with a high temperature of 39 degrees, according to the National Weather Service. The evening will be mostly clear with a low temp of around 24. 

5. Two Arlington residents were recently arrested in connection with vehicles shot in the Newington Forest and Terra Grande neighborhoods in late 2012. Read more here.
